Wait what? CAL Version 2022 can't be installed on Server 2025. 2025 CAL is compatible on 2025, 2022 & 2019. According to the chart you posted.

During an upgrade from CyberArk server 2019 to 2022, it's understood that RDS 2022 CALs are required. However, CDWG only offers RDS 2025 CALs. The question is whether RDS 2025 CALs are compatible to be installed and used on Windows Server 2022. If they are not compatible, what steps should be taken to downgrade?

RDS 2025 CALs cannot be installed on Windows Server 2022.
You must downgrade them to RDS 2022 CALs.
Official Microsoft Reference:
“You can only install RDS CALs on a license server running the same or a later version of Windows Server.”
