Windows 11 Build 26200.8973 (25H2) Language Pack Error: Mixed English and Vietnamese UI, DISM/CAB failing to fix

Hi everyone,

I am currently running Windows 11 Pro Build 26200.8973 (Version 25H2). My PC is NOT enrolled in the Windows Insider Program. However, after installing the latest optional preview cumulative update, I am experiencing a severe language localization issue where the user interface is completely mixed between English and Vietnamese.

Here is what I have already tried so far without success:

Downloaded the Windows 11 Vietnamese language pack (.cab file) from Azure Portal.

Attempted to force-install it via CMD using the DISM tool (dism /online /add-package /packagepath:...).

The DISM process completed, but the UI remains heavily mixed (Settings apps, context menus, and taskbar elements are still in English, while only basic system components are translated).

Checked the "Uninstall updates" section in Settings, but this specific update cannot be uninstalled from the GUI (shows "No update found").

Since recent Windows updates change how AppX/LXP packages handle modern UI strings, standard DISM offline/online side-loading is broken for this specific preview build's localization.

Could anyone point me to the correct deployment method for LXP (Language Experience Pack) or provide the appropriate .appx / .msixbundle solution to fix the Vietnamese language for this build?

Based on what you've described, it sounds like the Vietnamese language resources are only partially installed. In current versions of Windows 11, many modern UI elements rely on Language Experience Packs (LXP) and related language components in addition to the traditional CAB language pack. Installing a language pack through DISM alone may not fully localize Settings, taskbar components, and other modern Windows experiences.

As a first step, I recommend checking Settings > Time & language > Language & region and removing then reinstalling the Vietnamese display language directly through Windows, ensuring that all available language features are selected during installation. Microsoft documents that language deployment requires the corresponding language resources and related components to be installed together.

I would also be interested to know whether the issue started immediately after installing a specific cumulative update and whether the device was originally installed in English or Vietnamese. If possible, please open Command Prompt as Administrator and run the following command:

dism /online /get-intl

This will show the currently configured UI language and installed language settings, which may help identify whether the display language configuration is incomplete.

Additionally, please also check whether the issue is isolated to your current user profile. Please create a new local user account by going to Settings > Accounts > Other users > Add account, select "I don't have this person's sign-in information", then "Add a user without a Microsoft account", create the account and sign in to it.

Once signed in to the new profile, go to Settings > Time & language > Language & region, install Vietnamese if necessary, set it as the Windows display language and restart the PC. After signing back in, check whether the interface is still mixed between English and Vietnamese.

If the new account displays Vietnamese correctly, the issue may be related to your original user profile. If the issue occurs in both accounts, it would suggest a system-wide problem with the language resources or the recent update.
