    There is a Logitech issue.

    If you can scroll just a few lines and it stops and you have to wait for 2-3 seconds to scroll again, this is the problem:

    Remove smooth scrolling in the Opti+ application (press on mouse and then on "point and scroll").

    Then, you will be able to scroll again.

    It happens on all browsers.

    Note: Try to press on the taskbar or another window, so that the browser is not in foreground anymore. Then scroll on the browser without bring it in foreground. If you can scroll without problems, the Logitech bug is the problem.
