Can't connect to Facebook, sign in site won't load.

I've already tried all the suggestions I've found on this site and others I searched, I'm completely stumped as I have tried installing Facebook app, but it won't allow me to install it. It sounds like a security problem but when I go to Windows security, I see nowhere that FB itself is being blocked, in fact, it shows nothing being blocked??

    Yesterday it mysteriously allowed me to access the sign-in page. Thanks very much for your assistance.
