I made a search on the feedback site for SSMS and found https://developercommunity.visualstudio.com/t/SSMS-Object-Explorer-index-Included-Colu/11121442?q=DropShadowEffect. It seems that this particular bug has been fixed, but the fix is not released yet. However, that bug seems to concern a different corner of SSMS, which may or may not be affected by the fix. You could wait to see until 22.10 comes out in month. (The SSMS release seems to align with Patch Tuesday.)

    Changed SSMS theme from Dark to Cool Breeze. After changing the theme, the Restore Database Timeline window opened correctly.
