When you see that error during the upgrade, press Shift + F10 or Shift + Fn + F10 to open Command Prompt.

Run this command in Command Prompt.

    cd c:\windows\system32\oobe

Then run this command in Command Prompt.

    msoobe

That should force the upgrade to complete.

If that does not resolve the problem, what method are you using to perform the upgrade to Windows 10.

This upgrade failure is commonly caused by drivers, incompatible software, or hardware connected during setup. On Windows 8.1 systems with Intel Core i3/i5/i7 processors, Intel Dynamic Platform and Thermal Framework (DPTF) drivers can also cause the upgrade to roll back.

    Try this order:

    1. Disconnect nonessential hardware Unplug USB drives, printers, scanners, docks, external hard drives, and other peripherals. Leave only the keyboard, mouse, and display connected.
    2. Install all important Windows updates first Before upgrading, make sure all important updates and hardware driver updates are installed.
    3. Uninstall non-Microsoft antivirus In Control Panel > Programs > Programs and Features, uninstall any third-party antivirus software before the upgrade. This can prevent upgrade conflicts. Reinstall it after the upgrade if needed.
    4. Uninstall nonessential or outdated software In Control Panel > Programs > Programs and Features, remove older apps that are not required for the upgrade.
    5. Check free disk space Open File Explorer, then Computer or This PC, and verify that the system drive has enough free space for the upgrade.
    6. Perform a clean boot before upgrading This reduces interference from background apps and services:
      • Sign in as an administrator.
      • Type msconfig in search and open System Configuration.
      • Select Services > Hide all Microsoft services > Disable all.
      • Select Startup > Open Task Manager.
      • Disable each startup item.
      • Close Task Manager.
      • In System Configuration, select Startup > OK.
      • Restart the computer.
      • Try the upgrade again.
    7. If the laptop has an Intel Core i3/i5/i7 processor Intel DPTF drivers may block the upgrade. The documented fix is applied automatically during the operating system upgrade, and an Internet connection is required during the upgrade.
    8. Use SetupDiag if the upgrade still fails SetupDiag can analyze upgrade logs and identify known causes of Windows 10 upgrade failures.

If the upgrade reaches the point where it starts applying Windows and then fails with “Windows cannot configure Windows to run on this computer”, the most relevant supported actions are removing conflicting software, disconnecting hardware, ensuring updates are installed, and retrying from a clean boot state.
