Surface_Laptop_Go_3_2013 won't update to 11 Pro

Despite reading all the related articles, my laptop will not update to 11 Pro. Activation state is Active. The 'Change Product Key' button does nothing. Upgrade in the MS Store and select I have my own key, just sends me back to the Activation page. The MS store says the laptop is not in S Mode. SLUI via Powershell does not work and gives the error code 0.xc004f069 SKU Not Found. DISM /Online Set-Edition ......etc does not work. So it looks like I have bought a 'pup'. So what do I do now please?
