Can't adjust Quota nor can Create a quota adjustment request, NOR CAN I CREATE THE SUPPORT REQUEST TO FIX THIS.

IDK why I keep using Azure and not switch to AWS because this is stupid. Like seriously what the fuck.
So I want to create a quota increase request but the quota request increase button is disabled.
Okay so lets try to create a request ticket but it will not let me fill out the details beyond selecting the region and compute. Trying to select next results in a form validation error.
Okay so try to create a support ticket for the inability to create a request tick. THERE IS NO WAY TO DO THAT without paying. What the fuck.
Fortunately I know a guy at AWS.
So my support question is, should I switch to AWS?
