New computer hitching and stuttering

I got a new computer about a month ago, with a 9070XT and a Ryzen 7 9800X3D, and since about 2 weeks ago, its been stuttering and hitching, not only in games, but also in my desktop.
Things I've tried :
Updating all motherboard drivers
Updating graphics drivers, and downgrading graphics drivers (all with cleanup utility of course)

factory reset my pc
clean installed windows 11
turned expo on and off in bios
disabled c state
disabled MPO
turned off fast boot
updated my bios
tested my ram (no problems came back)

disabled all settings in AMD adrenaline
removed armoury crate
turned off nearly all start up programs
disabled all overlays
Does anyone have any ideas on what more I can do?
I'm also going to leave images of my HWINFO and my capframeX so you can see what the hitching looks like, and my system info image

    If the problems have survived reinstalling Windows that generally indicates a hardware fault or incompatibility, not a Windows problem.

    Please check to see if your PC is producing any small Watchdog dump files, I will check those to see if they provide any insight into a potential cause of the system crashes.

    Open Windows File Explorer.

    Navigate to C:\Windows\LiveKernelReports

    If there are any Watchdog dump files in the sub-folders of that folder, copy the files onto your Desktop, then zip those up.
