May I ask what prompted the question? Are you planning to send one email to a large number of people, or are you currently getting an error when adding or sending to recipients?

The daily sending limit in Outlook isn’t a fixed number for everyone. It depends on how secure and how trusted your account is.

Microsoft adjusts limits based on factors like account activity and reputation, security setup (such as having 2FA enabled), and sending behavior (for example, bulk vs normal use). Make sure that you have updated your account's profile information (like Profile Name, Photo, Date of Birth, Gender, etc).

For Outlook.com accounts, the documented maximum is 500 recipients per message for Microsoft 365 subscribers. There is also a daily recipient limit of 5,000 and a daily non-relationship recipient limit of 1,000.

Limits can be lower for non-subscribers, and they can also vary based on usage history.

If the message is encrypted with Do Not Forward or Encrypt-Only, the practical limit can be much lower. In that case, Outlook can show "Too many users have been granted access to this protected content" when individually added recipients make the protection policy exceed the 4 MB limit. For typical email addresses, this usually happens when hundreds of addresses are added. Using a distribution list or group without expanding it avoids that specific issue.
