Buy an additional legal non expensive win11 pro OEM key from a reliable source and use it to activate windows on the SSD where it is not active using the change key functionality you mentioned.
0x803FA067 Activation Error on New SSD
Hi All,
Problem / Scenario I'm dealing with:
- Brand new prebuilt gaming PC, 1TB Gen4 SSD preinstalled with Windows 11 Pro, activated, no problems here.
- Bought a 4TB Gen5 SSD and installed Windows 11 Pro on it, and the 1TB SSD moved to the 2nd SSD slot.
- Windows on the 4TB won't activate, Troubleshooting just leads to unable to activate Windows, error code 0x803FA067.
- Can switch between booting into either SSD, with the 1TB having the activated Windows 11, and the 4TB with the inactivated Windows 11.
Solutions tried, none worked:
- I reinstalled Windows on the 4TB - I thought perhaps there was an issue with the activated product key being tied to my Microsoft account as I only did a local account at first on the 1TB SSD, then did Microsoft account for my 4TB SSD install (because for the 1TB SSD I just wanted to confirm the PC was running but didn't want to bother with doing a full set up - logins, installing applications, etc. - as it will be a spare drive)
- In the 1TB SSD, I've pulled the Product Key via Registry Edit (BackUpProductKeyDefault value). Then tried to enter that in the 4TB SSD via Change Product Key
Any ideas?

I must disappoint you. The recommendation itself from an LMLR user is nothing more than misleading and incitement to piracy. The fact is that "OEM keys" are just stolen keys, not licenses sold by scammers.:
If you see a listing on an auction site, online classified ad, or other online page advertising product keys for sale, it’s a good indication that the keys are likely stolen or counterfeit.
If you were to purchase and use a stolen or counterfeit product key to activate Windows installed on your PC, the key may not work for activation, may already be in use on another PC, or it might be blocked from use later by Microsoft when the key is reported stolen...

I would like to add that the OEM is sold separately from the PC only as a System assembler Package (a white envelope with a DVD and a certificate of authenticity with a key) and its cost is slightly lower than the cost of the standalone BOX version. For $9, this is definitely a stolen key, which Microsoft will subsequently block.

The EULA explicitly prohibits the installation and use of multiple copies of the OS with the same license, so one of the copies of the OS should be deleted.:
