To get Outlook running again, you may need to reset it. Please have a look at this article:

I suspect you’ll require an app specific password which is entered instead of the account password, however Spectrum do have the ability to create this so your options are to either use pop or a different email client like Thunderbird which uses the new OAUTH 2.0 security method.

For new Outlook on Windows 11, try this path:

    1. Confirm new Outlook is installed from the Microsoft Store.
      • New Outlook can be installed from the Store on supported Windows versions.
      • Windows 10 version 17763.0 or later is required, and Windows 11 is supported.
    2. Add the account from the new Outlook account settings instead of classic account setup.
      • Open new Outlook.
      • Go to View > View settings > Accounts > Your accounts.
      • Under Email accounts, select Add Account.
      • Enter the Spectrum email address and select Continue.
      • If prompted, enter the password and select Done.
    3. If it keeps spinning after entering the password, check whether the provider requires an app password.
      • Some non-Microsoft providers require changes on their own website before Outlook can add the account.
      • If Outlook shows a message like Please create an app password for Outlook on your email provider's site, generate the app password with the email provider and paste that into Outlook instead of the normal password.
      • This can be required for some IMAP accounts.
    4. If the password was changed recently, sign in again with the updated password.
      • In new Outlook, select the email account name.
      • When prompted to sign in, select Continue and enter the new password.
    5. If the account is added but mail still does not send or receive, verify Outlook is not offline.
      • In classic Outlook, Microsoft says to check the status bar for Disconnected, Working Offline, or Trying to connect… and toggle Send/Receive > Work Offline if needed.
    6. If Spectrum requires manual server settings, update them through Mail in Control Panel.
      • Open Control Panel.
      • Open Mail > Email Accounts.
      • Select the account > Change.
      • Verify the incoming server, outgoing server, username, password, SSL, and port settings match the email provider’s settings.
      • If the provider uses two-factor authentication, use the generated passcode instead of the regular password.

Important detail: new Outlook is an email app, not an email server.
