I can't open Snipping Tool and everything I have been told to do has failed

The error occurs because PowerShell was not started as administrator.

Click Start and type PowerShell. Look at the right panel and click Run as administrator. Click Yes on the User Account Control (UAC) prompt.

This starts PowerShell as admin.

Run the commands I mentioned and post the output.
