This usually happens for one of these reasons:
- The folder or file does not grant the current Windows account permission to change it.
- The file is in use by another app.
- A privacy or security setting is blocking file access.
- The folder is in a location that Windows protects more strictly, such as parts of
C:\Users.
Try these steps in order:
- Check the file or folder permissions
- Open File Explorer.
- Browse to the file or folder.
- Right-click it and select Properties.
- Open the Security tab.
- Under Groups or user names, select each listed user or group.
- Review the permissions.
- Select Edit and make sure the needed permissions are allowed. If appropriate, ensure Full control is checked under Allow.
- Select Apply and then OK.
- Restart the PC.
- If the problem is with a OneDrive-synced folder, check sharing or folder permissions
- If the folder is shared or synced, permissions may be controlled by sharing settings.
- For OneDrive or SharePoint items, permissions can be changed by selecting the person under Direct Access, choosing the needed permission, and selecting Apply.
- In Windows, the OneDrive desktop app can also be used by right-clicking the shared file or folder in the OneDrive folder, selecting Share, then using the gear icon next to Copy link to manage permissions.
- Check whether Windows file system privacy is blocking access
- Go to Start > Settings > Privacy > File system.
- If file system access is off, turn it on for the app that needs access.
- Some apps will not appear in that list. For those apps, file access must be allowed in the app itself.
- If the page shows “Some settings are managed by your organization”, that setting may be restricted.
- If the error appears during upload
- Sign in again to the app or service and try the upload again.
- Make sure the destination folder is one that can be edited.
- If the selected folder does not allow uploads or edits, choose a different folder.
- For files under
C:\Users- If the files were transferred from another device, they may still carry permissions that do not match the current account.
- A practical workaround is to move the files into a new folder under the current profile, such as Documents, and try renaming or moving them there.
