Developer verification failed because of unknown reasons, such as when the verifier times out or cannot be connected. It can also corresponds to the status of DeveloperVerificationSession#DEVELOPER_VERIFICATION_INCOMPLETE_UNKNOWN reported by the verifier via DeveloperVerificationSession#reportVerificationIncomplete(int).
