Subclass of NetworkException which contains a detailed QUIC error code from QuicErrorCode. An instance of QuicException is passed to onFailed callbacks when the error code is NetworkException#ERROR_QUIC_PROTOCOL_FAILED NetworkException.ERROR_QUIC_PROTOCOL_FAILED.
