Broadcast Action: Indicates that the system's time zone offset has changed without the time zone having changed.

Broadcast Action: Indicates that the system's time zone offset has changed without the time zone having changed. This happens for example during seasonal clock changes, or when a region changes offset. EXTRA_OLD_TIMEZONE_OFFSET - The old time zone offset in seconds; EXTRA_NEW_TIMEZONE_OFFSET - The new time zone offset in seconds.
