呼び出しを引き渡すアプリがハンドオーバー要求を拒否したときに、 #onHandoverFailed(Call, int) 経由で返された引き渡しエラーの理由。

Call#handoverTo(PhoneAccountHandle, int, Bundle)が呼び出され、宛先PhoneAccountHandleのConnectionServiceがnullからConnectionConnectionService#onCreateOutgoingHandoverConnection(PhoneAccountHandle, ConnectionRequest)を返すと返されます。
