如果此通知是推廣的持續通知，系統應該設定的旗標欄位中，會被位元順序 OR化，因為它有PromotableCharacteristics（）且使用者尚未關閉該應用程式的功能。應用程式無法直接設定此標誌，但發文應用程式與 NotificationListenerService 可以讀取此標記。
