取得目前使用者指定的預設通知政策。 針對Build.VERSION_CODES的應用程式。VANILLA_ICE_CREAM及以上（有些例外，例如伴隨裝置管理器），此方法會回傳與其隱含 AutomaticZenRule 相關的政策（若存在的話）。 請參見 setNotificationPolicy（Policy）。
