<strong>[icu]</strong> 將變數頂置為指定重排序群組的頂端。變數頂端決定了受替代處理行為影響的最高排序字元。如果該屬性設為 UCOL_NON_IGNORABLE，那麼變數 top 就沒有影響。

基底類別實作會拋出 UnsupportedOperationException。
