參數

offset: Int32

以毫秒為單位，與GMT（UTC）的偏移量。

useUtcIndicator: Boolean

若在偏移為0時使用ISO 8601 UTC指示器「Z」，則為真。

isShort: Boolean

若使用最短形式，則為真。

ignoreSeconds: Boolean

若附加非零偏移秒數，則為真。
