回傳給定偏移量的在地 GMT（UTC）偏移格式。局部的 GMT 偏移定義為：<UL><li>GMT 格式模式（例如「GMT{0}」- 參見#getGMTPattern()）li>< 偏移時間模式（例如「+HH：mm」 - 參見#getGMTOffsetPattern(GMTOffsetPatternType)）<li>偏移數字（例如「0123456789」 - 參見#getGMTOffsetDigits()）li>< GMT 零格式（例如「GMT」 - 參見#getGMTZeroFormat()）</ul> 此格式始終使用兩位數小時與分鐘。當所給的偏移量有非零秒時，會加上兩位數秒欄位。例如，GMT+05：00 和 GMT+05：28：06。
