當網路被暫停時，網路的 IP 位址及網路上建立的任何連線仍然有效，但網路暫時無法傳輸資料。例如，當行動網路在穿越隧道時，訊號暫時中斷時，就可能發生這種情況。具備此能力的網路不會被暫停，因此預期能傳輸資料。
