檢查來電者是否是憑證管理應用程式 CredentialManagementApp。憑證管理應用程式能在未受管理的裝置上管理使用者的鑰匙串憑證。

KeyChain#createManageCredentialsIntent 應用程式應該用來申請成為憑證管理應用程式。使用者必須先核准此請求，應用程式才能管理使用者的憑證。裝置上只能有一個憑證管理。
