設定對應訊號測量類型的訊號強度閾值。 距離與單位必須參考特定的 SignalMeasurementType。 從 SignalThresholdInfo.getMinimumNumberOfThresholdsAllowed（） 回傳的數字之間的閾值長度應該是 SignalThresholdInfo.getMaximumNumberOfThresholdsAllowed（）。 IllegalArgumentException 則會拋出相反的訊息。
