派遣一個通用的動作事件。

帶有來源類別 InputDevice#SOURCE_CLASS_POINTER 的通用運動事件會傳送到指標下方的視圖。所有其他通用運動事件則傳送到焦點視圖。懸停事件會特別處理，並送達給 #onHoverEvent(MotionEvent) 第一位。
