Based on your description, the administrator has disabled the option that allows users to change their own passwords.
For Business accounts, user accounts are typically provisioned and managed by the tenant administrator.
In this case, either you or your organization's IT department should have access to the tenant's Global Administrator account.
Please follow the steps below:
Note: If you complete Step 1 and receive a message indicating that your account does not have administrator privileges to access the portal, it is very likely that your organization's IT department holds the account with administrative privileges. In that case, please contact them and ask them to perform the following steps:
Step 1: Go to admin.microsoft.com.
Step 2: Select Users > Active users, then locate your account.
Step 3: Select your account and click Reset password.
The next time you sign in, you will be prompted to create a new password for your account.
