Have access to Microsoft Account and can login but locked out of Azure due to old authenticator for the same email/account

I have access to my Microsoft account but I am locked out of the Azure portal because Azure is requiring an old Microsoft Authenticator registration that no longer exists. The only available verification methods are through the old Authenticator app.

This is for a personal account. But in some instances when azure wants me to login and I enter my email it says this login is for work/school accounts also. How do I get to fix this issue so I can use my same email/account on both M365 and Azure.
