Azure Free Account Under Review After Debit Card Verification Failed

Hello Microsoft Azure Support Team,

I am trying to create an Azure Free Account using my Microsoft account.

During the Azure signup process, I entered my debit card details for card verification. Microsoft attempted a small verification payment of approximately INR 2, but the transaction was declined by my bank because international transactions were disabled on my debit card at that time.

After completing the signup process, my Azure account now shows:

"Your account is under review"

I currently do not see any Azure subscription in the Azure Portal.

I have now enabled international transactions on my debit card.

Could you please review my account and let me know whether the previous declined card verification is causing the account review, and whether I need to take any further action to complete my Azure Free Account activation?

I am using a personal Microsoft Outlook account and I have not previously used an Azure Free Trial.

Thank you.

Hello @Mohammad Azam , I hope you are doing well,

    Welcome to Microsoft Q&A.

The declined card verification transaction could be related to the “Your account is under review” status. Azure uses the payment method verification as part of the Free Account signup process, and a failed verification may prevent the subscription from being activated.

Since you have now enabled international transactions on your debit card, I recommend:

Check with your bank to confirm that international and online transactions are enabled.

Verify that the card details and billing information entered in Azure are correct.

Allow some time for the previous verification attempt to clear.

    1. Sign in again to the Azure portal and check whether the subscription becomes available.

In my experience you will recieve an answer soon from MS when you account investigation is done.

A declined verification charge can cause Azure sign-up to fail or remain incomplete. For Azure sign-up and payment verification, common causes include:

    1. International transactions not enabled on the card.
    2. Card details not matching the bank record exactly.
    3. The card being inactive or blocked.
    4. Browser issues during card verification.

Since international transactions were disabled when the verification attempt happened, that failed authorization is consistent with the current sign-up problem.

    The supported next actions are:

    1. Verify the card is now usable for Azure sign-up:
      • Confirm international transactions are enabled with the bank.
      • Confirm the card is active.
      • Ensure the name, billing address, and CVV match exactly what the bank has on file.
      • In India, debit and credit cards are supported through Visa and Mastercard.
    2. Retry sign-up carefully:
      • Verify Microsoft account profile details are complete and valid at the Microsoft account center under Your info.
      • Make sure the billing address used during Azure sign-up matches the bank records.
      • If the sign-up page hangs during identity verification by card, allow third-party cookies.
        • In Chrome: Settings > Show advanced settings > Privacy > Content settings > clear Block third-party cookies and site data.
        • In Microsoft Edge: Settings > View advanced settings > Cookies > Don't block cookies.
      • Refresh the sign-up page. If needed, restart the browser or try a different browser.
    3. If the account remains under review or no subscription appears in the Azure portal:
      • Monitor the email account used for sign-up for the review outcome.
      • Follow the status link from the review email if one was provided.
      • Create a support request, because billing and subscription support is the documented escalation path for unresolved sign-up and card issues.

A small temporary verification hold can appear during sign-up and is normally removed within three to five days.
