How do I clear the "Let's keep your account secure" dialog?

When I attempt to sign into Azure, after the username and password screens, I get a dialog that says "Let's keep your account secure" whenever I attempt to login, but the dialog never clears and doesn't let me log in.

I was able to connect my github account to azure and sign in via github, so I have a way in. However, I need to get Microsoft to clear this issue -- I should always be able to login via my email.
