從設定檔載入目前實例的屬性。 此方法由建構子呼叫，以初始化新建立 FederationConfiguration 的設定。

備註
建構子呼叫此 LoadConfiguration 方法，以設定新建立 FederationConfiguration 物件的屬性，從指定 <federationConfiguration> 元素中取得。
若 element 是 null，則該實例以預設值載入。
若無設定檔，或該命名區段不存在，則不會拋出例外。 取而代之的是，實例會以預設值載入。
