註冊物件會向物件發出 HostingEnvironment 訊號，表示其正在運行，並使忙碌物件數量增加一。
如果忙碌計數大於零，即使沒有待處理請求，主機應用程式也不會逾時。
每次呼叫DecrementBusyCount方法時，必須有一次呼叫。IncrementBusyCount
